Who defends the defenders?

I'm curious about governor's who adamantly insist they DO NOT want federal mercenary forces in their states. I assume many of us are aware that each state has a national guard that is answerable to their state government. If a state is being invaded by a foreign and violent force, why are the national guard not there to protect its citizens from violent outsider attack? Is this a reasonable question?
